Does the IRS charge fees?

Yes. Federal agencies are authorized to establish fees for services provided by the agency. The U.S. Office of Management and Budget encourages agencies to implement these fees to recover the costs of providing special services to some recipients that others do not use.

Accordingly, the IRS established a user fee to partially recover cost associated with processing and reviewing Offer in Compromise requests. The IRS chose to call it an "application fee" because the fee is required when an Offer in Compromise (OIC) or Installment Agreement application is submitted.
